Description
This hack, Pokémon TCG Neo, is a nearly complete overhaul of the base game in terms of battling. Why? Because all the generation 1 cards in this game have been replaced with generation 2 cards, everything has been balanced.
Featuring your favorites from Neo Genesis all the way to Skyridge, so many cards have been added and replaced that it’s completely changed the way this game is played. Pokémon, attacks, abilities, and even a few trainer cards were altered to create a new battling experience. You have to play the game anyway because I worked really hard on it for months
Features
As previously stated, all 187 pokémon in this game have been replaced by generation 2 cards from real-life sets. This completes the real Johto Pokedex, with some Kanto Pokémon thrown into the mix. These cards’ attacks and abilities either reflect their real-life counterparts, come close to them, or I ignored them for a better attack. Trainer cards have also been altered, but not as extensively. In particular, though, Super Energy Removal is no longer in the game, having been replaced by Master Ball.
Everything in this game has been balanced. Cards that I thought were weak received buffs, and cards that I thought were too strong received nerfs. In general: Pokémon, especially evolved Pokémon, got more powerful, while trainer cards became less powerful. Games will now be more focused on the pokémon and not the trainers, giving new strategies to pursue!
As 95% of the cards in this game are different, the dialogue, trades, and text in the game have also been altered to reflect that difference. In particular, there are now only 7 promo cards and EVERY card in the game is obtainable, so deck build to your heart’s content; no more Card Pop holding you back from key cards.
Speaking of which, every single NPC deck has been altered. Some even use completely different strategies. This is also true for the auto deck machines, of which I mostly just filled with ideas for fun decks that I had and the boss’s decks. One minor note: You can get the Imakuni? card after beating him 2 and 4 times instead of the 3 and 6 in the base. Another notable trainer- the guy who wants to steal all of your energy cards- no longer does so because that was annoying. You can now get a promo by being nice to him.
Finally, the tutorial duel has been eliminated. I’m going to assume you all know how to play the card game; thereby letting you skip the tutorial and go straight into the fun. The dialogue for learning the game has been unaltered, so use that if you must.
The Art Style
All of the new art in this game was done by me (Cataclyptic). I wanted to have a different feel from the base game, so instead of using mostly black and white + 2 colors, I tried to make each Pokémon as colorful as possible. This is my preference, so I’m sticking to it. Known Bugs & Glitches
I can’t do anything about these, but all of them only minorly affect gameplay, so it’s fine. If any of you know how to fix them or what’s going on, feel free to comment below.
- The booster pack card selection is skewed towards some cards, which sometimes makes collecting certain cards difficult. The booster are not randomly decided. A discovery made in March of 2024 confirms what we all suspected: certain rares, uncommons and commons are weighted more than others. There is no way to fix this yet.
- The AI will sometimes use Pokémon Fan Club (Pokémon Trader) to trade a Pokémon for an energy. This is a holdover from the base game that I can’t fix. Luckily, this only happens very rarely.
- When using Gengar’s Pull In attack to switch a Pokémon before dealing damage, it will erroneously state that it damages the previous active pokemon. The attack still functions as intended. The best I can figure is that the Rhydon Ram code I copied from the vanilla game is unequipped to process damaging after the switch, and I lack the programming skills to make it process the new active Pokémon.
- According to the devs who works on the official pret, the AI doesn’t understand Shift and Heal. I could have sworn I made it work once, but as of late, Shift does not appear to work. Shift has been effectively removed from the game in light of this.
- The AI might not know how to use Step In? There appear to be no effect commands or ai logic associated with it in the entire pret file. I could not get the AI to use Step In, but I am still not sure if this is a bug. Holdover from the base game if it is.
- Legacy Version only: Using Venusaur’s Harvest Bounty ability while you have no energy in hand erroneously states that there is no energy in the deck, and asks you to look at the deck. It is still the hand in either case. Due to the way that the game handles searching, I’m not sure how to fix this without breaking the game.
- Both versions: Attacks that let you switch the defending Pokémon before doing damage sometimes ignore other effects. Sadly I’m not smart enough to fix this one. Sorry.
Wishlist
Although this game is completed, there are a couple of bonus things I would like to do but don’t have the coding skills to implement them. If anyone does know how to make these happen, then please comment below.
- Have Acid actually work.
- Have the Teleport Effect commands be optional/ Have the Teleport commands do damage without switching if you only have 1 Pokémon / Make the AI understand that Teleport does damage. For making more attacks that do this, of course!
- Have Blissey’s Heal ability remove 2 damage counters instead of one. I tried to make this happen and it results in HP Underflow if it removes only 1 damage counter.
- Make Super Fang ignore Weakness and Resistance. I had plans to implement this in the game, but it just doesn’t work if the defending pokemon is weak to Super Fang- it deals twice half HP, which translates to a guaranteed KO, which isn’t remotely fair.
- Somehow make the Wildfire code discard X cards from the top of the deck, independent of fire energies. I can think of a few cards that would be a lot more interesting if they had effects to discard say, 3 cards each time they attacked.
- Have more than Crystal Celebi uses Shift on the AI. The AI sadly can only process 1 user of Shift (Crystal Type), I don’t know how to make it process the other 3 crystal cards.
- Make the AI use Energy Search and Energy Spike (Energy Boost). Self-explanatory.
- Change the set symbols. I’d love to make all the cards from this game have set symbols from their real-life sets, but for the life of me, I can’t find those graphics anywhere.
- Change the booster packs. I’m not sure how to change the booster packs, but I want to.

Just, wow
Immediately after using Pixie’s Pokemon power, Pixie’s damage counter increased to 12 and she received 120 damage (black). Pixie was not near death, and she became near death when she took 80 damage, which is her original HP. I also took a screenshot, but I couldn’t paste it here. There are other bugs as well. I don’t know anything about it, but I think there are many things that can be improved, so if possible, I would like to work with you on the development.

Hi, I was playing the older 1.11 and the CPU used a Potion on his benched Pokemon and it only restored 20 HP instead of 30. I’m guessing it is a bug right?
I still need to check if this still happens on the new very. Just downloaded!
Granbull’s Rampage I think it’s a bit bugged too.
It did the Sleep’s animation on my Pokemon but I don’t know if it actually put it to sleep or not since it got knocked out :/
(it should not do that animation since what it actually does is 30+ damage for each damage counter on it)

Holy shit I love you. I would pay money for you to add more cards and more challenges to this. An additional elite 4 or whatever. More cards, ultimate challenges etc.

That’s true, but there is a card limit (they can’t pass it without breaking the games, unfortunately. I also like Darkness/evil and Steel type. Dragon and fairy are my favorites tho
And they can’t implement those either in any of the TCG romhacks probably…
Played through it and got all the cards after much grinding, and really enjoyed it. noticed that there were some glitches in the AI, where they wouldn’t attack you even if all of the energy where there, I think one of the grand masters was a prime example, on their crystal card.
Would have preferred if the Pokemon powers for the crystal cards were more useful or varied and their attacks were less Overpowered. Built a deck around being able to change the type to any type only to realize the type has to be in play which reduces useability.
Hyperbeam Tyranitar absolutely steamrolls everyone too.
Also, temporal celebi + Slowking is mega overpowered, only had 2 celebi’s, but managed to beat every team in the game with Celebi + Slowking + Wobbufett + Chansey, just stalling and sponging hits then temporal removal. Perhaps a nerf to shuffle into deck rather than move to hand?

Do you need to download the base game to play this and if so any idea where I can find it? Also any recommendations on emulators to play on mac or iphone? Seems like an awesome game and really want to get into the ROM hacks for pokemon in general. Thanks in advance to anyone who helps!
No, you don’t need the base rom to play the game as this is pre-patched. As for how you can play this on mac or an iPhone, you can play it on mac using ‘OpenEmu’ and on the iPhone by using a web-based emulator known as ‘EclipseEmu’.

Having fun with this game, and found Entei with Energy Burn. The ability doesn’t seem to work unless Entei has at least 1 Fire energy attached to it, as having 2 Psychic and a DCE told me I didn’t have enough Fire Energy, while his ability told me that all energy attached to him is Fire (like Charizard’s Pkmn Power)
Loved it so far otherwise. Was planning some devious “Full Bench” decks with Bellossom.

If you have to choose between the same energy, or a colorless one or a different one, I would prefer it if you never picked different one 9 times out of 10.

to include multi-regions and cards till gen 2 and of course, till the EX cards broke everything… EX cards are OP! to the crazy! Also, using unlimited trainer cards is awesome!
Would like similar graphics and better AI, with the same battery setup, where if you turn it off, you can continue playing it from where you stopped even if gets shut off at random type thing.
Multi Regions like I said above and all cards till the EX situation blew up my interest.

Finally someone made a Pokemon TCG romhack! Im gonna try this tonight, but, if this works as advertised, this is something the community has been desperately needing! It’s a shame that early on, after the original Generation 1 sets, Pokemon Cards just weren’t really super popular outside of the Pokemon community. Compared to now, they were like 1% as popular as the games by the time all the Neo sets were out… so they didn’t have a reason to keep making the card video games 🙁 Even the sequel GBC game was only in Japan. Fast forward to 2020 and obviously the card Boom happened due to boredom during the pandemic, and we got scalpers, resellers, a huge boom of popularity, and every Twitch streamer who doesn’t even associate with Pokemon in any way was suddenly getting in on the Card Openings on stream! It got bigger than it EVER was, even during the initial launch of the cards back in the day!
So with that said… WE NEED MORE CARD VIDEO GAMES!!! These are just so fun… My question for the creator is do you have a romhack planned for the Pokemon TCG2: Here Comes Team GR? That game had WAY more cards, and more battles to win, twice the content, you’d have wayyyy more room for adding new cards to it! That’d be an absolute dream!
